The investor of the EMC project has achieved the goal of energy conservation and emission reduction by investing in the transformation of urban public lighting systems through procurement, installation, and maintenance of comprehensive energy-saving services. The city government will return a certain proportion of the electricity saved each year to the lessor, and the city government can also receive a certain proportion of the share from the saved electricity bills. After the expiration of the energy-saving service contract, all energy-saving lighting fixtures and saved electricity fees shall belong to the city government for free.
·The length of the contract period shall be determined by both parties through negotiation, and shall be based on the principle of the investor's recovery of all investment and the profits due.
·The quality of energy-saving lighting products during the contract period shall be the responsibility of the manufacturer. If the lighting fixtures are damaged due to quality reasons during the warranty period, the manufacturer shall replace them free of charge.
·The government should promise and guarantee that investors should receive the agreed savings in electricity bills on time.
·During the contract period, the management of street lights shall be the responsibility of the government's street light management department, and the manufacturer shall be responsible for replacing damaged lights (the cost shall be paid by the investor according to the agreement).
·Investors, governments (or government designated departments), and banks that pay electricity bills should sign a payment agreement to promptly pay the difference in electricity bills payable to the bank account designated by the investor
In order to solve the problem of large capital investment in the widespread promotion nationwide, an energy management model will be implemented, using installment purchase methods. Without the need for direct investment from local governments, existing high-pressure sodium lamps and metal halide lamps will be replaced first, and 15 years of saved electricity bills will be used to recover according to cost and achieve reasonable profits
